The Town Manager is responsible for managing the Town of Belville and its over all departments. The Town Manager ensures that the town's business and all its departments run smoothly.

The primary function of the Town Clerk according to North Carolina State Statute 160A-171 provides that “There shall be a city clerk who shall give notice of meetings of the council, keep journal of the proceedings of the council, be the custodian of all city records, and shall perform any other duties that may be required by law of the council.”
